Compartmentalisation: a Disease System Any Farmer Can Borrow

Settles how SA's ostrich export compartment architecture works, and why it is the corpus's best worked disease-control example.

#Eight kilometres away, and it is already your problem

Highly pathogenic avian influenza is confirmed on a compartment eight kilometres from you. Your birds are healthy. Your records are clean. Your serology is current.

You may not present a bird for EU export slaughter for three months.

That is not a penalty for anything you did. It is the geometry of the system, written down in advance — and that is the useful part: everyone knows what happens before it happens. In a country carrying 1 205 open foot-and-mouth outbreaks at 31 March 2026 (DALRRD FMD technical report), a disease architecture that tells you your exposure in advance is worth studying whether or not you will ever own an ostrich.

#What a compartment actually is

Not a certificate. An order.

The operative instrument is VPN/04/2012-01, Revision 6.0, the departmental standard for registering, maintaining and officially controlling ostrich compartments (VPN/04 Rev 6.0). Registration is accepted by you as an order under section 15(1) of the Animal Diseases Act 35 of 1984. You are not joining a scheme; you are accepting a statutory instruction, and non-compliance can forfeit your outbreak compensation.

Every clause below comes from Revision 6.0. Revisions move, and so does South Africa's EU export status. Check both against the departmental copy before you rely on either.

Identification comes first, and it is stricter than most farmers expect. Every bird is individually tagged by four months of age, or before any movement, whichever comes first. Tags are supplied and allocated only by the SA Ostrich Business Chamber and applied only by an officer or an authorised vaccinator — a farmer may not tag his own birds. Acceptable tag loss is capped at 2% for chicks and slaughter birds, 10% for breeders.

#What the system costs you, every six months

Compartment life is a surveillance obligation, and the sampling is specified so nobody can argue afterwards.

Six-monthly official avian influenza serology runs on every epidemiological group, excluding chicks under six weeks (too small to bleed) and breeders (false positives). It is designed to detect exposure at over 10% prevalence with 95% confidence, and it arrives as a table, not a calculation:

Look at the bottom two rows: a group of 250 and a group of 4 000 are sampled almost identically. Sample size stops climbing once it has the power it needs — so a small group costs proportionally far more to test.

Provincial returns are due 15 October and 15 April. The owner pays — the standard says so in terms.

And one number belongs on the office wall rather than in a file. Under §11.7 the state veterinarian must be told immediately of any undiagnosed disease or increased mortality — and specifically of any event where more than 5% of an epidemiological group dies within a two-week period.

#What an outbreak actually costs

After highly pathogenic avian influenza is stamped out, §40.6 sets out four consequences rippling outwards from the infected farm:

  • No EU-export presentation from the infected compartment for 6 months.
  • None from any compartment within 10 km for 3 months.
  • No export slaughter at any abattoir within 10 km for 30 days.
  • Meat produced at that abattoir in the preceding 21 days is disqualified and may be recalled.

#Count it out on a calendar

HPAI is confirmed on your neighbour's compartment on 1 September. You are 8 km away. Your abattoir is 6 km from the infected farm.

  • Your compartment sits inside the 10 km radius: no export presentation until 1 December.
  • The infected compartment is out until 1 March.
  • The abattoir cannot slaughter for export until 1 October.
  • Meat that abattoir produced from 11 August onwards is disqualified and may be recalled — including birds slaughtered three weeks before anyone knew there was a problem.

Now price your side. A batch of 100 birds ready for slaughter in early September stays on the farm 90 extra days. At the finisher-phase dry matter intake from the previous lesson — 2.65 kg per bird per day — that is 239 kg of dry matter a bird, 24 tonnes across the batch, fed to birds already at weight.

Nobody on your farm did anything wrong. This is what "your biosecurity is only as good as your district's" costs in rands.

#Compensation built to buy honesty

The most instructive clause in the standard is §40.5 — behavioural design inside a veterinary document:

  • 100% of reasonable local market value to the first compartment to notify.
  • 80% to compartments that test positive after that.
  • 100% to at-risk but uninfected contact compartments.
  • Reduced or nullified where a biosecurity audit finds critical non-conformances.

Every farmer in the district knows the first to pick up the phone is paid in full and everyone who waits is paid four-fifths. Silence is expensive, speed is profitable — and it is all attached to an audit, so a farm that cut corners cannot collect at all.

#Three rules that will surprise a poultry-minded farmer

Avian influenza vaccination is absolutely prohibited. Section 42 is unqualified: no ostriches may at any stage of production be vaccinated against avian influenza, irrespective of the type of vaccine or the route of application. A poultry producer who transfers his instincts across will destroy the compartment status and the export market in one afternoon.

Read it as what it is — a species-specific clause in a trade standard. The standard gives no reason for the ban, so do not invent one. And note what the clause is not: a general South African animal-health rule. It says nothing about what chicken producers may do, and South Africa's position on poultry vaccination has moved. Check with the department before drawing the comparison.

Newcastle disease vaccination before slaughter is compulsory. It is applied only by an officer or an authorised vaccinator, only to individually tagged birds, using a vaccine registered under the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act 36 of 1947, of a departmentally approved strain in line with EU legislation, and never mesogenic or velogenic. Alongside it: 30 birds per farm a year, tracheal swabs, to the Onderstepoort Veterinary Institute for PCR, reported by 15 April. Strain, dose and timing come off the approved product and from the officer administering it — not from a course.

Fourteen days in a tick-proofed isolation camp before EU-export slaughter. This one is not about the birds at all. It exists because of Crimean-Congo haemorrhagic fever, carried by Hyalomma ticks, transmitted to people by contact with fresh blood and tissue, and capable of killing them. The camp needs a 3 m plant- and animal-free zone around it, the standard requires the birds to be treated on entry with an acaricide registered for ostriches — the product, the rate and the withdrawal period come off that label and from your vet, never from a course — and no medication or medicated feed may be given during those 14 days.

#What to borrow, on any farm, at any scale

Strip the ostriches out and four elements remain. None needs a compartment, an export market or a tag issuer.

1. A written mortality trigger and one phone number. Decide now what counts as an alarm — the standard uses more than 5% of a group in two weeks — write it on the office wall with the state veterinarian's number under it, and tell everyone who works with the animals. You already have the duty under s11; what you lack is the threshold that makes someone act on it.

2. An access-control register at the gate. A book, a pen, one question about where the visitor has been in the last three days. It costs nothing, it makes biosecurity visible to contractors and buyers, and after an outbreak it is your only evidence of who was on the place.

3. Three registers that outlive memory. A post-mortem register, a medicine stock-and-usage register, and movement documents — kept five years. The medicine register pays for itself outside any disease event: it is your residue defence, your withdrawal-period diary and your evidence of what actually works on your farm rather than what you remember working.

4. The reporting incentive, applied to your own people. You cannot write compensation law, but you can make it unambiguously safe for a worker to report a dead animal or a sick group without being blamed for it. Every disease-control system in the world fails at the same point: the person who saw it first said nothing.

Pick the first one this week. Write the mortality trigger and the phone number on the wall of whatever shed your people walk past every morning. That is the architecture in its smallest usable form.
