The Line, the Law and the Capensis Clone

#One truck, four hundred boxes, a hundred thousand dead colonies

In 1990 a commercial beekeeper moved roughly 400 Cape honeybee colonies north, out of the winter-rainfall south-west and into the summer-rainfall interior. He was chasing forage. Within about two years the industry had lost somewhere between 50 000 and 100 000 colonies (Allsopp, cited in PubMed 16573317).

The parasite he released is still out there. Every parasitic worker sampled in the interior since carries the genetic signature of a single clonal lineage descended from one ancestral worker bee, and that lineage now occupies roughly 275 000 square kilometres of north-eastern South Africa (Apidologie 2006). Gauteng sits inside it.

No other South African livestock enterprise has a biosecurity failure this clean to learn from: one operator, one decision, one season, and a national industry still paying thirty-six years later.

#Two bees, one country

Apis mellifera scutellata, the African or savannah honeybee, is the bee of the veld across most of the country — Grassland, Savanna, Nama-Karoo and most of the Eastern Cape. A colony runs a single mated queen and somewhere between 10 000 and 50 000 workers. It is markedly more defensive than the European bees that fill online beekeeping content, it absconds when stressed or starved, and it swarms hard (SANBI).

Apis mellifera capensis, the Cape honeybee, is naturally confined to the Fynbos biome — the Western Cape and parts of the Eastern Cape (SANBI). Its defining trait is thelytoky. A capensis worker can lay eggs that hatch into females without mating. Workers of every other honeybee subspecies on earth can lay only unfertilised eggs, which become drones and are a dead end for the colony.

That one reproductive quirk is the whole problem. A laying worker in a scutellata colony is a nuisance. A laying capensis worker in a scutellata colony is a self-replicating parasite.

#What the law actually requires of you

Bees are the odd one out in South African animal law. They are not governed by the Animal Diseases Act 35 of 1984 like your cattle and sheep. They fall under the Agricultural Pests Act 36 of 1983, administered by DALRRD's plant health directorate. There is no state vet to phone about a sick colony; the control instrument is movement control and destruction, not treatment.

There is a small inconsistency worth knowing about. The control measure text says registration runs annually; the department's own registration form states a 24-month cycle (registration form). Register every year and you satisfy both readings. It costs nothing except an hour.

Compliance is poor and everyone in the industry knows it. In June 2025 the Minister told the SA Bee Industry Organisation's conference that the country had fewer than 2 000 registered beekeepers (BEECON 2025). Beekeepers are famously secretive about their sites, partly because of theft and partly because they are not registered and would rather not be found.

Do not follow them. Registration is free, it takes an afternoon, and it is the precondition for two things you will eventually want: a theft case the police will actually open, and the standing to complain when a neighbour sprays a flowering crop next to your apiary.

#What the clone does inside a box

The mechanism is worth understanding, because it explains why the field signs look the way they do.

A capensis worker drifts into a scutellata colony. The guards at the entrance do not recognise her as an intruder. Inside, she rapidly activates her ovaries — even with a healthy laying queen present — and begins laying. Her eggs escape the worker policing that would normally destroy eggs laid by workers, so they hatch. They hatch into more female parasites, and those parasites do not forage, do not build comb and do not raise brood (PMC6527567).

The colony's workforce is progressively replaced by a population that consumes and reproduces but does not work. The queen is lost. Requeening fails, because the parasites are still there. The colony dies, usually within a few months, and the parasites leave to find the next one.

The literature calls it a social cancer, and the description is exact: one founder cell line, unchecked replication, host resources diverted from production into parasite reproduction, host death.

#Where your first swarm comes from

Almost every beginner's beekeeping book, video and forum thread assumes you will buy bees. A package with a mated queen arrives in the post, you install it, and you are a beekeeper by Saturday afternoon. That industry underpins Northern Hemisphere beekeeping. It essentially does not exist here.

South African beekeeping is a catch-and-manage model. New colonies come from catching swarms, and a conservative estimate puts the national figure at around 20 000 swarms caught each year (Masehela et al.). Managed colonies abscond regularly and rejoin the wild population, so managed and feral bees in this country are one interbreeding population (SANBI).

Four things follow, and each of them reverses standard imported advice:

  • You set catch boxes and wait. Put them out ahead of swarm season, which on the Highveld runs from about August and September. No published Highveld bee calendar exists, so confirm the local timing with your provincial beekeeping association and then keep your own record. An empty box is not a failure; it is inventory.
  • You do not requeen for gentleness from a breeder. Open mating with feral drones erases any selection in one generation. Whether any South African supplier now offers reliably mated scutellata queens at commercial volume is not something the research could confirm — treat any such offer sceptically and ask where the stock came from.
  • Absconding is a signal, not a betrayal. It reads dearth, disturbance, heat, ants or pests. Fix the cause; the bees were right.
  • A cheap colony offered from far away is the single riskiest purchase in this enterprise. If it comes from the Cape, it is illegal to keep in Gauteng without written approval and it may carry the parasite. If it comes from a migratory operation, it has been in the vector's traffic. The one that costs nothing — a swarm you caught on your own farm — is also the one with no legal and no biological exposure.

#What to do on Monday

Register with DALRRD before you own a single colony, and write your allocated number on every box you build, including the empty ones waiting in the shed. Then build catch boxes instead of shopping for bees. If someone offers you colonies from outside your own district, the question is not what they cost — it is which side of the line they were standing on last month, and whether you have the Executive Officer's written approval in your hand.
